PC does not restart

Hi everybody,
PC does not restart. PI845GLM-P Mercury mobo, P4 2.4. It shutdown and starts properly but does not RESTART. Earlier it worked fine. What may be wrong; plz help!

WinXp SP2, But no matter when I boot from a CD in DOS mode and press Ctrl Alt Del it does not restart also

I noticed one more thing that "It is safe to Turn Off your computer" message appears in WinXp. But earlier didn't. Do I have to change the SMPS?

kinda vague, but u can still try this...
disable this feature, which clears the pagefile on shutdown....
that can be done by goin to Start>Run>secpol.msc
in the dialog that opens up, go to Local Policies>Security Options
scroll to the bottom to an option called Shutdown: Clear Virtual Memory Pagefile and disable it... if that doesnt work, i guess u might have to delve into the bios settings...
