The first thing that is coming to my mind is APIPA [Automatic Private IP Addressing] which assings a IP in the range of 169.254.x.x if the NIC is unable to retrieve a IP from a specified DHCP server or isnt able to assign a static IP.
If i'm not wrong the with APIPA a host system is able to communicate with other hosts with the same 169.254.x.x range.

What about the other computer on the LAN? Is it showing the same "limited or no connectivity" ?

Hi
I have the similar problems like this sometimes
In the TCP/IP Properties enter the IP which you want and then fill out the rest
You can get the rest info like gateway,DNS etc frm some friend who has the full connection
Enter your friends LAN IP but only changing the last field
The DHCP will allocate this IP to you if there are no conflicts and you will get full connection
