network congestion

We have 512kbps leased line in our network in 4:1 compression.Its running OK in our NETSERVER but its not running as well as it should be in our internal network.Think its due to network congestion.Is there any software by which we can reduce network congestion?Plz suggest.

if your corporate is a big one. i think you should considering ca.com (computer associates)
they have very good softwares
