Right off the assembly line
My monitor of late shows everything with a yellow tinge to it.
I have a HP m703 17" CRT monitor.
Sometimes it reverts back to normal colours.
I Tried "Restore Factory Settings" and "Display Properties" too.
I think this is a hardware problem.
Pls Help.

Degaussing doesnt work. Sometimes the monitor returns back to normal state on its own without me doing anything. The monitor was bought in Dec-2003.

May be one of the pins from the R G B color combination is loose..
check and tighten the connectors on either ends.

The Blue channel is intermittently not working. Displays work with a combination of Red, Green and Blue colours. A combination of Red and Green light gives yellow, so when the blue channel is missing, everything turns yellow.

As patkim suggested, the Blue pin on the VGA connector may be loose. But the fault is more likely to be inside the monitor, or the wire carrying the blue signal in the cable may be broken. The most likely reason is that there is a bad connection inside the monitor, probably what is called a dry solder. One way to find out is to bang the monitor with your hand when the display has turned yellow. If normal colour is restored when you bang it, the defect is most probably a dry solder. This should not be a difficult job for a competent electronics technician.
