Yes you can do that easily by Photoshop.Go to filters and play with some options there.Anyways your friend will like it.:D

Ok open any image.Then go to Filters from there choose Liquify.Then play with the tools there.Try this you will know what i am talking about.

The s/w is just 1.44MB big and the zipped file is 745KB. I have used this s/w. It is as good as the Liquify tool and might me useful if u dont have PS.
