is this a virus???

hey guys...
help me out.... i get this starnge message on the login screen evrytime i start my PC..
configeration:
1.6GHz P4 Processor
Win XP Home SP2
------------------------------------
and also my norton has been acting wierd....
nothing is available in it... and it does not start monitoring.... it just wont come there in the sys tray... norton 2005.......

Does this thing happen in SAFE Mode? and does Norton run corrctly in safe mode?
Download NTREGOPT tool and run it, to optimize the NT Registry.

MessengerPlus contains some Spywares, but this may not be the problem! Just saw your signature and asked it!

Perform a online scan with panda AV from pandasoftware.com ...............

okk ok i did that all... but nothing... i reinstalled and updated norton ... and it worked... gosh first it was saying that some components have corrupted... but now its fine... but i still doubt that error message... i use registry mechanic 4..... after all the searching and fixing the error message is still right there...
