How to make Good quality WAV ringtone ?

I want to make WAV ringtone.......its should be upto max.1mb and also its should be of superior sound quality.

neone knows how to do that ?
which software is best ?

Right off the assembly line
Why wav? They're huge. I make mp3 ringtones (at www.makeownringtone.com) 30 seconds is usually less than 400 kb.
