how to get ads from Hyperlinks?

there are sites where i have noticed that ads pop-up from some hyperlinks in the page.

the latest one i found was this

i think it came after you installed Google web accelerator....not sure even i get ads poping out like this....

these are overture ads. to give them on ur site, join overture ad program -- though it is for v popular websites i know.
