How to create a Windows Installer

hey, how can we create a windows installer with the .msi extension and the silver-blue arrow icon? the simple .exe installers can be created from iexpress.exe.......but i want to create a msi one....
please tell

U can make MSI packages a.k.a. Windows Installers with any good commercial or shareware packaging and deployment tool like Installshield, Setup factory, Ghost install etc., and also some freewares are available, like Advanced Installer (*www.advancedinstaller.com).
