how are cheat codes created for games

i have been looking through out the net to learn how these cheat codes for the games are created or discovered ...... will some one please inlight me with their knowledge about it.......

cheatcodes r not created by us ....they r put in by the game developers themselves.. for those who r not able to complete the game

So they can go straight to final battle or a stage without playing the whole game...
