Either get 1060 or 1070, no point going for 580 for that bloated price.
1060 is still available for 22k, 1070 is available for 36k here

R5 1600 would be cheaper and has almost same performance as 1600x since op wants to OC.
Stock cooler is good enough unless op has extra budget and can buy an AIO liquid cooler.
NZXT S340 would be a better case option.

For the graphics card
It isn't worth over 25k. A 1070 performs better and consumes lesser power.

There are many Places where you can buy Gaming PCs but I must say we should always check after sale services before making any purchase. Try Sectrow Electronics - Shop Digital Online is one of the best seller with 24 7 support of peripherals in India.

*MOD EDIT: Self promotion link removed.

No point in buying a prebuilt pc from shops. Better to source parts separately and assemble them later.
As for after sales service, manufacturers are responsible for it, not the shops.

Op has asked for 24inch monitor. Something like LG 27UD68P would suffice and can shave off 20k from the expense. OP can use the rest of the budget for a gtx 1070. A 1060 is nowhere near capable of gaming at 4k. With a 1070 op can paly atleast some games at 4k.

You want a gaming PC right? Then get the Coffee Lake which will be released shortly! Pair that with a 1080/1070. And for 4K monitor get more than 24 inches by the way.

Do get the Ryzen though if you actually do multi threaded works, otherwise simply no point!

Man, you don't get it, do you?
RX580 is meant for 1080p. Not 1440p or 4k. It is at best worth 25k since it competes with GTX 1060. For OP's purpose AND budget a 1070 is appropriate.

They have not updated their prices after it went out of stock, stop seeing silver lining everywhere. You wont find that GPU under 25k anywhere. period.

Stable but not optimal. OP's budget is good enough for a 1070, x370 mobo is not required, same with 1600x and aio cooler when 1600 with stock cooler is good enough. 2400 MHz ram is overpriced and 2666 MHz ram performs better, almost the same as 3000 MHz ram in gaming.

@SaiyanGoku wch one of these will be the best on value ,performance, and service.
12 Best Nvidia Geforce GTX 1070 Graphics Cards in India
Won't need to check that link.

Raw performance will remain almost the same. There will be marginal 2-3 fps difference but I think we all agree those won't matter. Those with 2-3 fans should have better thermal management compared to the mini or founders editions. Subsequently, their power draw could also be marginally higher. You should be fine with any of the cards which come factory OC'd. If you plan to OC it further, consider going for either a liquid cooled version or custom water cooling.

If you want to keep the card for longer period
Zotac >= Asus >= Gigabyte >= MSI > EVGA (don't know about their Indian RMA but they make good hardware in USA) > Any other AIB Partner
When it comes to me, I'd pick the cheapest 2 fan version (don't have to be OC'd) in the same order as above. For someone who plans to upgrade every 2-3 years, they should just pick the cheapest 2 fan card from whichever OEM has the nearest RMA center.

I'm not into RGB inside the cabinet. I won't care if the GPU lights can't work with mobo's RGB software.

All this is from my point of view. Feel free to share your opinion.

This does not include a cooler and an ups, also if the monitor listed in cost2cost price list as xl2411 is same as xl2411z i found on amazon then we save 6030 more.

Does 1080p (movies/netflix/youtube ) look bad on 4K monitors, especially if sitting close? 4K content outside gaming is pretty limited, no?
