Free MP3 to MP3 recoder

So I have some MP3s in my PC in high bitrates which I want to transfer in my mobile in lower bitrates. So which free MP3 to MP3 encoder should I use. I earlier used Jet Audio , but I don't see the option of MP3 anymore in there!!

You suggest!!!

Jetaudio has the option for mp3 and mp3pro. Both are same.

I reinstalled it like 10 times and why do I not see the MP3 option is beyond me!!
Me is using 7.1.8.4006 basic!!

I used to have it earlier but for some reason don't have the option after reinstalling jetaudio .

super convertor is good.
However, dBPowerAmp is the best. (not free, but you know )
Also, the trial is fully functional for about 10 days (and is just 4.6 MB download )

I think foobar has it by default and can be used to convert audio files. I almost forgot this as I no longer use XP (just for games once in a blue moon)
