External USB HDD problem

I have P-III 800/180e Mboard/256MB/160GB HDD/DVD Combo/450W SMPS
2 ports USB (Non 2.0)
OS is Win-XP (SP2). I have recently purchased Seagate-80 GB USB HDD which is not getting detected. I have also tried installing a PCI to USB (4 port hub) but still it is not detected.
However all USB pen drives work OK.
But this works fine on another PC
Kindly troubleshoot.

external HDDs require more power than USB flash drives so they wont work in the USB ports that are in the front of the PC (cos they are low power)..

this is what I know.... see what you can do with this info
