1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Primarily for gaming. Needs to run games like BF3, Arma2(DayZ). GTA V, when it releases, should run at decent FPS. Also, need it for development.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 35k max.

3. Planning to overclock?
Ans: No.

4. Which Operating System are you planning to use?
Ans: Win 8, if drivers aren't an issue. Linux, as well.

5. How much hard drive space is needed?
Ans: 1TB.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No. I have a DELL IN2030M (1600x900).

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: I need a cabinet, and everything that's inside it.

8. When are you planning to buy the system?
Ans: I can wait for a month.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I'll be building it myself.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Mumbai. I'd prefer buying from local stores, however, entice me with an awesome online deal, and I'll consider it.

11. Anything else which you would like to say?
Ans: I'm considering the following build. All suggestions are welcome.

i5 3470 @11000
Intel DZ75ML-45K @4500
MSI HD 7770 OC 1GB GDDR5 @7500
Corsair Vengeance DDR3 4GB @2000
WD Blue WD10EZEX 1TB @3800
NZXT Gamma @2500
Antec VP450 450W @2500
Generic DVD/RW Drive @1000

Total @34800

Since AMD CPUs are power hungry, and this PC would be running 10 hours/day, I've not considered them.
And, although I really liked the Corsair 200R cabinet, the ventilation holes on the top are rather a matter of concern. Is there any way to patch them up?

everything looks good but not gpu
try for hd7850 or atleast 650ti
since you don't want to overclock and not using any ssd so GIGABYTE GA H61M-S1 can save you around 2000

top ventilation is rather good for a rig which is going to work for 10h/day
i only know some desy ways to seal it, like via cardboard :p

Get the following:-

FX-6300 @ 7300
Asus M5A97 R2.0 @ 6000
Corsair Vengeance 4GB 1600 MHz CL9 @ 2000
Zotac GTX 650 Ti Boost 2 GB GDDR5 @ 12K
WD Blue WD10EZEX 1TB @3800
NZXT Gamma @2500
Antec VP450 450W @2500
AsusDVD/RW Drive @1000

This config is far balanced than the config you have chosen. Regarding power consumption, if you run your CPU on 100% load for 20 Hrs a day, you will save lesser than 15 bucks per month. Gaming at 1600X900 with HD 7770 is not a very good option, specially the latest demanding games. GTX 650 Ti Boost or HD 7790 1 GB GDDR5 is recommended here.

@truegenius
I should've mentioned that the Intel motherboard was selected because it supports VT-d. Also, I would like to have USB 3.0. And, about the sealing up, clear sellotape would do, wouldn't it? Thanks, anyways.

@Cilus
Thanks for your suggestions. I wonder how did you calculate the savings/month to be only 15 bucks. And, since I won't be overclocking, I feel it'd be a waste to get the FX-6300 over the i5. Convince me that I'll be able to sell off the FX-6300 once Steamroller launches, and I'll consider it.
I selected the 7770 because it provides the best perf./watt and perf./rupee. And, BF3 does run above 30FPS at 1600x900 according to TechPowerup. It also overclocks (I'm open to overclocking the GPU) really well (around 20%).

Buddy, I don't suggest configuration based on whether you will be able to sell it off in future. Can't help you on this. And if 30 FPS is your target FPS for a 1.5 years old game then I really don't know how you are gonna play the games like Crysis 3 or Far Cry 3, forget about the upcoming games.

hd7790 is currently best when it comes to performance per watt so go for it

also to save more power, you can undervolt the cpu (i5 or fx6 ) to further decrease its power requirement
