the problem is not with the rig , its with the drivers..download latest drivers for ur card..
this problem usually occurs while watching movies if there's a conflict

installing latest drivers will solve this issue..and do not install beta drivers , if any

and download drivers from nvidia.com

For vista 32-
*us.download.nvidia.com/Windows/175.16/175.16_geforce_winvista_32bit_english_whql.exe

For XP-
*us.download.nvidia.com/Windows/175.16/175.16_geforce_winxp_32bit_english_whql.exe

Yes u should. But i don't think the drivers will stop working because of low-power. Low-power normally causes BSOD and system crash or restart with a flick.

Try to clean & resit your gfx card properly.
Try another gfx card.

I think changing the psu will solve all the problems as 250W psu is too low for todays system. Buy at least a 450W psu from brand susch as cooler master, corsair, vip etc..

Is your gfx card ( it it have one ) is running properly ?
Also try to update your gfx card bios.

Have you tried any other gfx card on that pci-e slot. Clean the slot properly & resit your gfx card.
Also try a higher wattage psu such as 450W or above & post the result ?
If all that failed your gfx card may be faulty & you need a replacement !
