ctrl+alt+del error

i use windows XP and i have just 1 user account with administrator policy.guest account is off.lately,whenever i press ctrl+alt del to open the task manager an error pops up that says "task manager has been disabled by your administrator" what do i do? even when i right click on the taskbar the option task manager is grayed out...
