You can have two solutions. use a low quality tv tuner card and then capture video then use some software and mix the audio. If you capture both, there may be some synchronization problems with the captured video.
The other solution is, use a professional quality capturing card. Then you can connect it with your tv (Video out to video in, audio out to audio in of ur capturing card). The resulting video will be of high quality.
There are also high end Capturing cards that comes with TV Tuner. Even in this case the previous method will have more quality.

Can u give more details pls about professional quality capturing card?
As u told in second method, its attached with TV, it means we don't need a comp for it, right?
And what after we hv captured the clip from TV into this card?
How we retrieve it and save it on comp?
How much space available in it, I mean how much long a clip can be captured into it?
How much it costs?

jsut put the tv out from the tv into the tv in of the tv tuner card ......there must be a tv out support in the tv
or u could use a set top box..if u have to connect it to computer

Search for Pinnacle products. They offer good quality capturing cards. They range from 8000 to 14000 normally.
Wrong. you still need a computer. The capturing card should be installed in your computer. (It may be either internal or external). And in that capturing card you have options for AV connections.As like normal VCR connection, you can connect ur TV to the capturing card, and then can capture high quality (they support DVD quality capturing) video.
A high quality capturing cards are normally available at a price range of 10000- 16000Rs. There are also some good capturing cards available for a price of 8000 or less.
