Can you fill the below questionnaire so i can suggest you a good config!
1. What is your MAX budget?
2. Are you open to alternate ideas/products giving similar better performance but offering more VFM/ sellers? If not- why?
3. What is the purpose of the computer? (Note: If you are planning to say multimedia, you will have to be more specific as all types of systems are capable of doing that)
4. Planning to overclock?
5. Which OS are you planning to use?
6. How much hard drive space is needed?
7. What resolution will the screen run at?
8. How would you rate your hardware knowledge from the count of 1-10? (1 being the lowest, 5 being you are somewhat in sync with the current performers and 10 being the highest)
9. Have you ever built a desktop before or will this be done by an assembler?
10. When are you planning to buy the system?
11. Are you one of the types looking out for "future proof" configurations?
12. Are there going to be any components that you don't want to include in this new rig? If yes, do mention.
13. Which city do you live in and are you open to buying from shops from other city/states?
14. Mention any other points if deemed necessary

PS: Desktop would be better as it'll give your much better performance than a laptop for that price!

With LCD monitors, even desktops don't take too much space these days, if portability is not required, I would suggest a desktop as you'll get a very good desktop fro 40000 with full HD monitor and midrange gfx card. On the other hand, it would be tough to find a laptop with gfx card in this price range, even if ou get one, it will have a low end card only.

a lappy at 40k will not get you more power, you wont even get a good gfx in it and max you will get 3-4gb ram and a core2duo at 2.x ghz or so, a320gb hdd. Thats it. But 40k is good enough for a powerful desktop with hd monitor and a directx11 gfz card around 12-14k ,intel i5 and 500gb hdd and a decent psu and a cooling unit. Its good to go for a desktop if you dont need mobile computing.

ya if you keep the laptop safe, secure, don't drop it, etc then it'll surely work for 4yrs but it won't have the performance of a desktop of the same price, future upgrades are going to be costlier, smaller screen size, etc!
