Config for Video Editing

Please Suggest me a good configuration under Rs 38,000 for Video Editing Purpose. I have a Pinnacle 500 external USB Capture Card and I usually work on softwares like, Pinnacle Studio 9 & 10, Ulead 9, Adobe Premiere Elements & Adobe Premiere Pro 2.0. I ocassionally use Adobe Photoshop CS2. I already have a 200 GB SATA Hard Drive, so please exclude that. I want to go Dual Core if it is advised and do please mention the prices of the components if you can.

For video editing you don't need a graphics card... any card would do. However cram as much ram as your budget permits. Yesterday I was trying to make a video for my paper submission in adobe premiere. The damn thing ate up 1.9GB of the 2GB of available physical ram .

1.9 GB is a hell for a software to take !!! mygod the system must be creeping then!!

invest much on RAM. graphic card not necessary but if you want to buy ( it should have TV output (s-video out).
ATI- all in wonder card are good choice.
