Any idea of how to copy it back in the System32 folder?

^^ you have NOT deleted it. Infact you just uninstalled the 'clipboard viewer' from 'additional windows components'.
To get back your "clipbrd" goto RUN and type appwiz.cpl now head up to Add/remove Windows components. There go into the details of Accessories and click the check box near the Clipboard viewer. Press OK until your PC is fed up with you.
