I cannot delete the following two application files in any way. What program should I use?
C:\WINDOWS\SHELLNEW\bronstab.exe
C:\Documents and Settings\ICA\Local Settings\Application Data\smss.exe

restart your machine in safe mode and delet this files not a difficult work dont get tense ok relax and do it

I agree with Vishal, do download a good antivirus software and boot to safe mode and do a full scan, delete anything that is detected. Turn off system restore before scanning....

u can also delete in this way
open task manager
click on processes
then sort by user name
then end all the processes except explorer.exe and taskmgr.exe
then try deleting the file
also run a antivirus scan with a good antivirus or
use the quick remove utilities that vishal mentioned above......

IMO, you should be successful with this method. I have always done so whenever I have come across a file that stubbornly refuses to get deleted. :)

You can even try booting WIndows in the safe-mode & delete the file. See if it works. You can also try
UnLocker as suggested by @Digital_Brat.
