Building Gaming PC : HELP!

A frnd of mine planning to assemble good gaming PC as his older PC unable to run latest games.He only wants these components to be added:

Processer
Mobo
RAM
HDD
DVD Writer
UPS
Graphics Card

As other devices - Keyboard,Mouse,Monitor,Speakers,Cabinet n PS r not required.So please tell me which Brands to go for.His budget is 25K...THANKS FOR UR REPLIES

DVD RWs have long since falled below the 3k mark and now are falling below even the 2k mark! It can not be 3.5k at all
I got a BenQ (4 Months old) 1650 for 2.3k and its a DL-DF burner.
