dial up charges arent measured over data usage. Its on per pulse or minute basis. I was using it long time back at 60p a minute.

you want to know the download speed

well if you don't use any acclerators like the download acclerator dap, you get over 2 kbps on dial up's and over 40 kbps on broadband 256, but if you use acclerators, you sped on dialups can go over 5-7 kbps, and over 50 kbps on broadband, upload speeds are slower, but then if you download multiple files at the same time, the speed will slow down, and the bank width will be shaired,

I was a dial up user as well. As Venom mentioned, dial up connection charges are not determined on the usage, but on the total time of the connection, irrespective of how much you use it ( he worst thing about a dial-up other than the slowness).
As far as i remember, it was:
0.40+0.10 =0.50 Rs./min for timings 6:30 to 10:30.
And,
0.12+0.10 = 0.22Rs./min for rest of timings.

So, if you use internet regularly, might as well switch onto BSNL dataone, it will cost roughly the same for you.(Just an adive:) )
