The connection on which BSNL is providing 2Mbps on is ADSL2+. ADSL2+ has a theoretical speed of upto 24Mbps. It's been just limited to 2Mbps due to low bandwidth infrastructure. Ever since BSNL has been providing broadband, it has been using ADSL2+ with DMT modulation.
