3GP video cleaner

Hi! I am New on this forum.I recorded a video from TV on my LG S5200.But there
are a lot of rolling bars comin on the video.Is there any free cleaner software
which can remove these bars from the video.

hey dude I dont think its possible, that bars are due to the refresh rate of T.V
