Ogg + mp3 and the player is jetaudio. Ogg for linux and windows.

I use jetaudio, cos it sounds great and has a lot of features and i think its lighter than winamp 5.0

Jet audio has the feature, but it does not allow you to record into mp3 format. But it supports wma, ogg etc.
