yes, you can. you can use virtualPC which is free or the better, VMWare. both will let you connect your virtual OSes to the internet. on a x64 host OS, you can setup both x86 and x64 guest OSes.

are you sure all your USB devices have enough power to be working together? USB devices draw power from the port itself... however in this scenario, if you plug in your devices one at a time... alone... it should work... if the device is not detected even if it is the only USB device...
did you apply the group policy objects to users or machines? also remember, no GPOs hit admin users... so even if the policies are being applied on the client machine, they wont matter if the user is a member of administrator, local or domain.
