had a simlar issue, got the line changed, then passed it through appropriate splitter port to modem , then from splitter to all other phone. Did you check the signal strength as reported by the modem?

lectures in lower resolution is a bad idea, as the text in video will be barely visible.

rates are quite well quoted for urban areas, but there should be some different plan for students and rural areas too.
