12 pin PCIe connectors can draw up to 600w of power. I doubt that mid range GPUs need something like that. We're going backwards in terms of power efficiency, but it won't come to the point where 12 pin is adopted by every GPU.

650w is fine for a CPU upgrade. You can go ahead with it. But say you want to upgrade to a beefier GPU later, like how you're doing now, and you may need a higher wattage PSU. So this is something you'll have to decide on.

A good 550w PSU can stretch till an RTX 3070, not too sure about 3070 ti. What CPU will you be pairing it with? 650w will be fine. Even if a 550w PSU can handle a 3070 ti, you'll have to account for transient spikes in power draw.
