its not refresh rate problem i have seen those fluctuations at 1280*1024 @ 75 hz its a driver problem

computer hardware is unpredictable , anything can go faulty without warning

its some problem with the driver i had 169.21 it did little fluctuating when windows starts the driver has some problem just rollback to more stable driver
