As per OS is concern,i will vote for Stock because you get original os experience,no bloatware,better performance.
In terms of hardware it depend on your budget.Generally in 15000 budget Snapdragon 410 is common 2gigs of RAM.In 20-25k Snapdragon 615 and above 30000 its Snapdragon 801/810...
At 10000,i will suggest you for Redmi 2 prime.Great Mi Ui(feels like ios),great sound quality,brilliant display and great RAM management(which help you do lots of multitask) and good news from 27th october onwards MiUi7 will be available.
I agree,every mobile under 15000 have heating issues except signal issue in Xiaomi.But i have a question regarding Motorola service that in google number of consumer logged a complaint against B2X(moto service center) for poor service.

Get Google Android One phone.Google launched Stock Android phone in India at affordable price.Right now google contract with Micromax,Karbonn and Spice.
As you mentioned above, you don't want to use a phone above 4.6inch screen but if you can use 5inch screen get Micromax Canvas Knight Cameo.Best phone in this segment.
