It might be a problem with the modem. Are the username and password the only settings that are being erased ? Go to Management option and change your default modem settings page username and password now restart your modem if the new changes are not reflected ask BSNL to replace the modem.
It is always better to uninstall the previous drivers from your computer before installing a new one. Uninstall old "video" drivers from Add/Remove programs. If you are using an nvidia chipset don't mistakenly remove the motherboard drivers
You can definitely go with 64 bit but before that make sure all the software you use currently available in 64 bit versions. And also if your pocket permits upgrade to more RAM else you'll be migrating to 64 bit just to take advantage of a meager 400MB RAM :-)
If your Router has several ethernet ports you can just connect a wire from your sister's PC to an ethernet port on the router. It'll take care of assigning IP addresses for that PC.
If you are mentioning about a static IP for internet (WAN) then you need to ask BSNL to provide you with one. If you are using a home plan they won't provide you it is only for business plans. If you mean static LAN IP just go to network connections go to RUN type cmd and type the command...
