If it's not legitimate, it doesn't make sense to pay for that anyway. Not sure, how does it get activated and work?

It gets activated because key is correct,only it is not supposed to be used by you/general public(think of a legitimate tatkal ticket booked with a fake disability quota,no TC is going to medically examine you for disability there).

Oh OK, got it now! Though keys are correct, but not for general public.
