if its only programming you are afater, then you may look for something ultra light and lower screen sized one, for portability.

The thing in India is, all Full HD laptops are always above > 50K.

Take a look at these: Inspiron 15 5567 | Dell India

My friend has purchased one of these and it is solid. Replacing the HDD with SSD is going to be your task.

Screen size is not that much of a talking point for me. I just thought 14-15" is comfortable size to work with. Plus it won't be very difficult to carry this around.

Okay. If I am to expect to have to replace HDD with SSD, can I expect to have to add SSD along with HDD? How do I know if there is an extra slot for adding SSD?

In that scenario, which laptop is best for me considering the pricing of these things. I'd want to stay away from Windows OS laptops since I won't be needing windows (development is and will always be on a Linux) and it will knock off ~8k from the price.

Also not having a great graphics card is not a deal breaker for me.

I'd suggest a Lenovo Thinkpad because those laptops are generally well suited for Linux.
