Any MP3 or Wav Editor that allows selective channel volume control?

I am already using Nero Wave Editor on Windows to record and edit Wav or MP3 using Soundcard's Line-In. The Free software has a bug. Even if I select one of the channels to change the volume post recording, the volume change affects both channels equally.

So what I am looking for is a wav or mp3 editor app on Windows wherein I can choose a channel and control the volume selectively for a section of a single channel if required. Thx.

Yes Audacity can actually do it. It's not straightforward though. You have to split the Stereo Track to two separate L & R channels from the Left Pane. Then you can individually alter the volume by selecting only one of the two channels. Once job is done Make a joint Stereo track again. Wonderful option.
